Overview
CloseoutPerformanceEvaluationsarerequiredunderDCIPSwhenthereisachangeoftherating
official,reassignmentorpromotionoftheemployee,orwhenanemployeeisonatemporary
assignmentunderthesup ervisionofsomeoneother
thanhisorherratingofficialfor90daysormore.
CloseoutPerformanceEvaluationsarerequiredwhentheratingofficialandemployeerelati onshiphas
existedwithanapprovedperformanceplanforaperiodofatleast90days.CloseoutPerformance
EvaluationsareusedtoinformtheFinalEvaluationofRecordfor
theevaluationperiodandareshared
withthenewsupervisortoensurethatcontributionsforthattimeperiodareconsideredinthe
employee’sFinalEvaluationofRecord.
CloseoutPerformanceEvaluationsmaybecometheFinalEvaluationofRecord,ratherthaninputin
developingtheFinalEvalua tionofRecord,incircumstanceswhere
theFinalEvaluationofRecordcannot
becompleted.Assuch,CloseoutPerformanceEvaluationscompletedwithlessthan90daysleftinthe
performanceperiodbecometheFinalEvaluationofRecord,andtheemployeeisinformedthatthe
closeoutwillbecometheFinalEvaluationofRecord,inaccordancewithVolume2011.
NarrativedescriptionsofcontributionsarerequiredunderDCIPSiftheemployeehasbeenonan
approvedperformanceplanforfewerthan90days.Inthesecases,ratingofficialsshouldcompletea
briefnarrativedescriptionofanemployee’saccompli shmentsduringtheinterimortemporary
assignmentordeployment.Thisnarrativeisprovidedto
theemployee’spermanentratingofficial.The
employee’spermanentratingofficialtakesthenarrativeintoconsiderationwhencompletingthe
employee’sEvaluationofRecord.

CloseoutPerformanceEvaluationsarerequiredinthefollowingsituations:
Employee’scurrentsupervisorwillnolonger betheirsupervisorandthe employees
hasbeenonan
approvedperformanceplanforatleast90days
Employeeisinanewposition,including:
o Promotion
o Changeinworkcategory
o Changeinoccupationorjobseries
EmployeeisleavingtheComponent
Employeeisgoingonextendedleaveofabsenceordeployment
CloseoutPerformanceEvaluationsareprovidedtothenewratingofficial.Ratin gofficials mustconsider
informationcontainedinallcloseoutperformanceevaluationswhendeterminingtheannualevaluation
ofrecord.
