EMI Trainer Program
EMI has discontinued the Trainer Program effective February 1, 2022. EMI will continue to offer the Effective
Communication (IS-242), Instructional Presentation and Evaluation Skills (E/L-141), and Introduction to Instructional
Design Methods (E/K-610) courses but will no longer issue separate Basic Instructor or Basic Instructional Design
certificates.
Effective Communication (IS-242)
Available online from EMI’s Independent Study program (https://training.fema.gov/IS/crslist.aspx), this course
addresses basic communication skills, effective oral communication, and how to prepare an oral presentation.
Instructional Presentation and Evaluation Skills (E/L141)
A course for laypersons, it introduces the practicalities of conducting successful interactions, managing the classroom
experience, and making presentations. The course covers the basics of adult learning and training evaluation.
Participants have several opportunities to practice presentation and instructional skills. Please visit the

E0212 Hazard Mitigation Assistance: Developing Quality
Application Elements
is scheduled to be delivered April
11-14, 2022. This is a four-day, in-
person delivery,
meeting from 8:00 a.m. to 4:30 p.m. ET daily on the EMI
campus. It is intended for those who are interested in
developing mitigation planning and project grant
application elements for the Unified Hazard Mitigation
Assistance (HMA) grant programs. This includes
individuals at the state, local, tribal, and territorial levels
of governments and private non-profit organizations that
are eligible applicants or sub-applicants
under HMA
grants; and FEMA employees assigned to HMA grant

Integrated Emergency Management (IEM):
will begin
accepting online applications May 1, 2022. Applicants
will need to complete all 10 pre-requisites, submit their
application online using the NETC online application
official. In addition to the standard online application
and pre-
required to submit a narrative statement detailing their
qualifications
and linkages to an IPP and a letter of recommendation

Ask a Course Manager?
Applicants to the NIMS ICS Position Specific Train-the-
Trainer offerings should attach their credential and
deployment records to their on-line application. The #1
evaluation factor for all applicants is operational
experience and those documents will assist in the
evaluation of your application. Prospective instructors
in the NIMS ICS PS program must have 3 to 5 years of
credentialed experience, be recent in their prerequisite
learning, and have adult education fundamental
training/experience to be a viable candidate
